Willie Monroe is a senior emergency management and CBRN defense executive with more than 38 years of progressively responsible leadership experience, including active-duty service in the United States Air Force and Department of Defense civilian emergency management leadership.
His career has centered on complex, enterprise-level emergency management and CBRN defense programs that strengthen installation resilience, mission assurance, and operational readiness. He has directed emergency preparedness, response, recovery, mitigation, continuity planning, and all-hazards risk management across multiple Air Force Major Commands, including ACC, AMC, PACAF, and AETC.
As the Joint Base San Antonio Installation Emergency Manager for the past 12 years, Willie has provided strategic leadership for one of the Department of Defense’s largest and most complex joint installations, integrating emergency management programs that support diverse missions, personnel, and critical infrastructure.
His background includes emergency management assignments at ten installations worldwide and operational experience supporting contingency operations during Desert Shield/Desert Storm and Operation Provide Comfort, giving him a broad understanding of emergency operations in both peacetime and deployed environments.
